[ARCHIVED] Richard Silva - Announced as new Police Chief

Chief Silva currently serves as the Chief of Police for West Warwick, Rhode Island.

Chief Silva brings over 28 years of experience as a police officer, with eight years as chief and 21 years in a supervisory capacity. His diversity of experience as a patrol officer, SWAT team commander, and detective bring depth to the position. Chief Silva has attended the FBI's Law Enforcement Executive Development training, is on the executive board of the FBI National Academy Associates, and is involved in both the International Association of Police Chiefs and the Rhode Island Police Chiefs Association, where he currently serves on the Executive Committee as Secretary.

Chief Silva will complement and strengthen the Town's executive team with his experience and commitment to professional development, finance and budgeting, crisis management, and policy development. He has experience with and has worked towards Rhode Island Police Department Accreditation. Further, Chief Silva is dedicated to and embraces an innovative approach to policing, especially community policing, and has proven his ability to work with community partners to achieve relationships and trust.

I trust that he will dedicate himself to the community and will prove to be the calm, positive, professional presence we need in such a high-profile position. I will introduce Chief Silva to the Council and public upon his arrival. I will bring him to a Town Council meeting as well as schedule a “Meet the Chief” night for the public. Further, it will be expected of the Chief to make the rounds through the various community organizations and associations, as well as the various civic groups.
