Title: Chief of Police

Richard Silva currently serves as the Chief of Police.

Richard has over twenty-nine years in his profession, with all twenty-nine years being in municipal government. He is actively engaged in his profession by being a member of the International Association of Chiefs of Police, the New England Association of Chiefs of Police, the Rhode Island Police Chiefs Association, and is a member of the FBI National Academy Associates. Richard has twenty-nine years of law enforcement experience, having served over twenty-eight with the West Warwick Police Department, where the last five years he served as Police Chief.  He has previously worked in the patrol, detectives, prosecution and the special investigations unit.  Richard holds both a Bachelor’s and Master’s Degree of Science in Criminal Justice from Roger Williams University and is a graduate of the prestigious FBI National Academy, Session #259.

In Richard’s role, he is responsible for directing, managing, supervising, and coordinating the day-to-day operations of the Westerly Police Department serving as the administrative head and executive of the department.
